The Village Water/Sewer/Reuse (WSR) Project team is pleased to provide a weekly street-by-street activity summary as part of our public outreach program. This information will let residents know what to expect in the next week.  If you prefer to get your information via email, sign up at sewerinfo@keybiscayne.fl.gov. Please include your address so we can tailor the message for your residential area.

NOTE:
West Mashta Residents - We need the locations of your septic tanks so that the new sewer system lateral to your property line is installed at the correct location. This information is missing for most of the homes along the street. Those residents do not provide their septic tank locations are hereby notified that the sewer lateral will be installed to the property line by the contractor according to the project plan.

A tell-tale sign of the septic tank is the clean out pipe protruding above the grass. Residents are advised to contact a plumber or their clean-out service provider for assistance if necessary.

NOTE: Miami-Dade County gave the go-ahead for residents in Zone 4 (Holiday Colony) to connect to the new sewer system on September 10. Sewer Connection Process Guidelines for Residents (PDF document) are posted on the Village website. (UPDATE: Revised guidelines were posted on November 11, 2009.)

Residents are invited to attend weekly Zone 2/3 progress meetings at 10:30 a.m. on Tuesdays to voice concerns or ask questions. The meetings are held in the Building, Zoning and Planning Conference Room of Suite 250 at Village Hall.

Zone 1/Zone 4 weekly meetings were discontinued as of November 25, 2008. Construction work is complete, water service has been switched to new pipes in both zones, and Zone 4 sewer certification is complete. Residents will soon be able to start the hook-up procedure. Zone 1 as-built sewer drawings remain under review at Miami-Dade Water and Sewer Department; certification will be completed following their approval. The upgraded Pump Station 131 is the subject of monitoring for H2S odor (see June 20, 2009 letter from the Village Manager (PDF file) to residents in the area of PS 131 for details).
The Reuse Water weekly meetings were discontinued as of November 2008. Construction and restoration are complete, and only minor punch list items pertaining to submittal of as-built drawings and certification remain to be fulfilled.

IMPORTANT CONTACT INFORMATION:

Residents in Zone 2/3 construction zones with questions or complaints should call Pietro Giacalone, the Field Inspector for Project Manager C3TS, at (305) 216-5750. Please be advised that contractors may work on Saturdays within the limits of the Village noise ordinance (Contractor for Zone 2/3: Trans Florida). 

For water service emergencies (6:00 p.m. to 6:00 a.m.) please call the Miami-Dade County Water and Sewer Department (WASD) at (305) 274-9272.

PUBLIC SAFETY ANNOUNCEMENT:

Residents are strongly advised to STAY OUT OF CONSTRUCTION ZONES for their own safety. Please do not cross into areas defined by caution tape, barricades, cones, etc. Parents - please do not allow your children to play in or around active construction areas.

Project officials realize that space is tight with active trenching underway, as heavy equipment, steel plates, pipes and other equipment take up most of the right-of-way. The contractors have implemented a plan for pedestrian circulation in affected areas via demarcated pathways along property lines.

REQUEST FOR SEPTIC TANK LOCATIONS:

ALL ZONE 2/3 Homeowners: We need the locations of your septic tanks so that the new sewer system lateral to your property line is installed at the correct location. A tell-tale sign of the septic tank is the clean out pipe protruding above the grass. Residents are advised to contact a plumber or their clean-out service provider for assistance if necessary. You may call Pietro Giacalone, the project Field Inspector for Zone 2/3, with your septic tank location information at (305) 216-5750 or email him at pietrog@c3ts.com.
Those residents do not provide their septic tank locations are hereby notified that the sewer lateral will be installed to the property line by the contractor per design specifications as work proceeds street by street.

ROAD RESTORATION OVERVIEW: Once sewers are installed, crews will begin restoring the roadway as follows:

  • Work begins with excavation of the road to the new base level, placement of lime rock, and grading of the rock. Rims of manhole covers will be aligned to align with the new road surface, and curbs (if any) will be poured. Miami-Dade County Water and Sewer Department (WASD) will complete their testing for certification of the new water and sewer pipes during this time. The final step is the placement of the first layer of asphalt to make a level, clean driving surface.
  • The next phase includes restoration of items in the public right-of-way, including swale landscaping (to Village specs), driveways, walkways and mailboxes/posts.
  • The final layer of asphalt (3/4" thick) will be placed once all restoration work is complete.
  • Private property concerns will be addressed at the end of work in respective zones. Property owners are advised to contact the Department of Public Works at (305) 365-8945 to report any damage related to the WSR project.

LIST OF QUALIFIED PLUMBERS REGISTERED WITH THE VILLAGE:

An updated (as of February 2009) list of qualified plumbers (PDF file) registered with the Village Building, Zoning and Planning Department is available for homeowners who will hook up to the new sewer system and will abandon their septic tanks. These plumbers have worked in the Village in the twelve months prior to February 2009.

REUSE WATER (PURPLE PIPE) PROJECT:

The Miami-Dade Water and Sewer Department (WASD) began installing reuse water pipes from Calusa Park along Fernwood Road to West Mashta Drive on June 18, 2008. WASD Officials held a public meeting at the Village Council Chamber at 7:00 p.m. on Wednesday, June 18, 2008. The target audience was residents and business people in the installation area who may hook up to the reuse water pipe in the future. More information is available in this letter (PDF) sent by WASD to these property owners.

ZONE 1   STREET ACTIVITY
 

NOTE: Meetings with the contractor regarding sewer
certification continue. The revised set of sewer as-built
drawings were approved by WASD. Approval of final
conveyance document package pending; conveyance is
expected by the end of 2009. Residents will be able
to connect to sewer thereafter.

NOTE: 
Zone 1/Zone 4 and Reuse water weekly meetings

procedure will begin once as-builts are approved and

STREET ACTIVITY
 

NOTE: Paving with the 2nd (final) layer of asphalt
will occur as soon as remedial concrete work is
completed and West Mashta between Fernwood
and Ridgewood is ready for the first layer of paving
in about 2-3 weeks. Roads slated to get the 2nd
paving pass include Harbor Drive north of West
Wood, Harbor Lane, West Wood and the 600
blocks of Curtiswood, Allendale, Warren, Hampton,
Woodcrest and Ridgewood.

NOTE:
According to current progress, physical
construction along West Mashta and the last
piece of Allendale will be complete by the end
of 2009. The earliest Zone 2/3 residents could
hook up to the new sewer is in March 2010.
This date is pending successful completion,
certification and conveyance to WASD of the
project. WASD has received paperwork from
project officials to certify new sewer and
water systems in 3 phases (geographic areas)
to speed up the process.  Phase 1 (between
West Heather and West Enid from Warren to
Fernwood, between West Wood and West Enid
from Allendale to Woodcrest, and the new
pump station, Key Biscayne K-8 Center
and the Community Church) water certification
is complete and service switched to new pipes;
as-builts for water, sewer and the pump
station have been submitted to WASD for review.
In Phase 2 (from West Wood to West Mashta
between Ridgewood and Harbor Drive, from
Harbor Drive to just south of Harbor Circle,
Harbor Lane, and Curtiswood and Allendale
north of West Wood), the water certification
process continues. Phase 3 includes the area from
West Wood to West  Mashta between Ridgewood
and Fernwood, Glenridge and Fernwood south
of West Enid, and sewer extensions east of
Fernwood along West Enid, West Wood and West
Mashta. Water pipe certification cannot be
completed until West Mashta sewer is done and
its new water main is connected to cross-street
pipes.

NOTE:
WASD is transferring water services to
meters located in driveways and sidewalks along
West Mashta and other streets. Expect local
detours. The old meter will be removed once
once the new meter is activated. Trans Florida
will then revisit the areas to restore them to pre-
project conditions.

NOTE: Please be patient with driveway restoration.
Tasks are performed by different subcontractors
specializing in brick pavers, poured or stamped
concrete, asphalt, etc. Not all repairs along a street
will be completed at the same time. For example,
all paver driveways/walkways will be repaired by a
paver specialist. Work on other types of surfaces will
be done on a different schedule by different
subcontractors.

NOTE: Residents in active work areas may
experience low water pressure or sporadic outages
during construction hours. Once service returns
after a water interruption, let the water run until
it is clear and air bubbles escape. You may prefer
to use an outdoor spigot or faucet for this process.
Sediment may clog the inside faucet filter so
periodic cleaning is advised.
